Sustainable Energy Action Plan (SEAP)

Regional and municipal energy management strategic planning

  • significant (up to 5-10%) savings in the local government’s budget
  • establishes the acquisition of EU funds (the aim is the energy rationalization)

energia_2The European Commission has therefore created the Covenant of Mayors (CoM) to which any local government can connect in the EU member countries.

The connecting member must undertake to give the whole town a fixed carbon dioxide emission at least 20 % by 2020. To fulfil the commitment the Municipality is required to prepare its SEAP (Sustainable Energy Action Plan) – in accordance with the CoM guidance – and submit it to the CoM Secretariat within a year.

The SEAP is suitable to use the subsidy from the ELENA program provided by the European Investment Bank for preparation and market-funded financial solutions and projects based on energy saving.
